As the world waited to see if Obama would provide disclosure on the UFO/alien subject before he left office, he took the stage one more time to slip a joke into one of his speeches. Ben Hansen from Syfy Channel's "Fact or Faked" provides commentary on this little known speech at the Congressional Hispanic Caucus Institute Gala on September 15, 2016.
