In the second portion of his Phoenix lecture, Dr. Greer explains the range of phenomenon that fall under the umbrella of “alien”.
He describes what is technically “Extraterrestrial,” what is naturally occurring inter-dimensional phenomenon and what can be done by classified projects that purport to be “alien”. Knowing these differences is critical to understanding the larger landscape of consciousness and what one may be seeing when they go out to make contact during a CE-5 Expedition

Dr. Greer then tours many videos and pictures of real CE-5 alien encounters, providing explanation throughout.

The program ends with Dr. Greer reading a Disclosure announcement he was asked to write by two different points of contact to Presidents Putin and Trump. One asked for an announcement that Putin could make, the other asked for an announcement that Trump could make - strangely neither claimed to know of the other’s request. The proposed announcement could be employed by any world leader and explains the history of the issue and its potential in terms that are eminently hopeful for humanity.
